Should Privacy Policies and Agreements be Available Before Purchase?

It's not uncommon nowadays to have to go through license agreements and privacy policies before the game can even load but what if you don't agree with the information that you read?

By the time you get to the information, you've already purchased the game and installed it to your device. Then you're asked to review the documentation and if you don't agree to them you can opt to not play the game... but how to you refund the game at that point? Shouldn't those agreements be readily made available upon the purchase of the product rather than after purchased?

If you buy a car, the you have to review/sign documents BEFORE you leave with it. Why are video games different?
